Scenario:

Player A attacks player B,
Player B counters,
Then Player A attacks.

Question:

1) Does player A lose his GDI against player B?

2) Is it acceptable to attack someone who has countered you?

once a country attacks the same country more than once that country loses GDI protection from the country that they attacked more than once

The expression generally used for what you are calling a "counter" is retal.

You seem to find this subject puzzling. People like to retal hits made on their country. Player B did so here. If A attacks a second time B will want to retaliate all over again. Plus B will be more keen to hit back than he was before because A is singling him out and showing little respect. Plus, on the Alliance server, clans do not accept a retal of this kind (called a RoR). That is not of any great relevance on the Express server but the existence of the long standing practice on Alliance has a psychological effect on all the servers.

A is probably the stronger country. S/he thought they could make the first grab w/o suffering a retal and, in all likelihood B has had to go jet heavy to make the retal. In those circumstances to RoR may well drive B into a corner. Doing what they did befre and retalling one hit with one retal may just invite more bad treatment and, if A has put on a chunk of extra defence, may not even be possible. So, often enough, the form of retaliation by B this time round will be more vigorous, misiles, spy missions, ABs, gs, whatever.

What A has to do when s/he is making up their mind about whether to RoR or not is to ask themselves if they are willing to provoke this sort of response or not.

All this is simple human psychology of which you are as capable as any to work out. So the answer to your question is that the RoR will be accepted by some Bs, but not others (experience suggests, most others).

Rather than looking for some definitive answer to the question of what is morally/socially acceptible or acceptable for successful play I suggest you work on developing a style of play that suits you. I play very aggressively and RoR often. It suits me and when I get into a one on one duel as a result I enjoy it. But maybe you are a more polite person or someone who likes to netgain not to war. In that case don't RoR.

@Furious999: Your thoughts are very insightful. I certainly need to figure out my playing style that best suits me. Thanks.

Thanks guys for your input. I'm still new to this game; played 3 full express rounds so far and am still trying to figure things out as a Tyranny Techer. I certainly got a lot to ruminate on.

Answer:

1) YES. GDI protects players from harmful attacks (bombing runs, artillery barrages, ground strikes, and missile attacks) and harmful spy ops. As soon as a player in GDI hits another player twice (regardless of whether or not the other player is in GDI, and regardless of the sequence of these attacks) the attacking player loses his GDI protection from the player he has attacked twice. I.E. the attacked can now send harmful attacks and missiles and harmful spy ops to the attacker. Which sucks for the attacker if he is trying to net, which I believe you are. So don't do it.

2) Usually not unless they are a golden rainbow n00b and cashed all turns to retal you.

fazer's response was bizarre and really not insightful. i found it very odd that he prefaced his rant with "You seem to find this subject puzzling". Um ya, no fluff. the guy is new and he's asking a question.
you seemed to have trouble answering his simple question. carry on you multi running n00b.
