Answer:
1) YES. GDI protects players from harmful attacks (bombing runs, artillery barrages, ground strikes, and missile attacks) and harmful spy ops. As soon as a player in GDI hits another player twice (regardless of whether or not the other player is in GDI, and regardless of the sequence of these attacks) the attacking player loses his GDI protection from the player he has attacked twice. I.E. the attacked can now send harmful attacks and missiles and harmful spy ops to the attacker. Which sucks for the attacker if he is trying to net, which I believe you are. So don't do it.
2) Usually not unless they are a golden rainbow n00b and cashed all turns to retal you.
fazer's response was bizarre and really not insightful. i found it very odd that he prefaced his rant with "You seem to find this subject puzzling". Um ya, no fluff. the guy is new and he's asking a question.
